What FSRA actually approves

Ontario is a prior-approval province. An insurer files a proposed rate change with the Financial Services Regulatory Authority of Ontario, FSRA reviews the actuarial support, and the approved figure is the overall average change to that insurer's private passenger rates. It is an average across the insurer's whole Ontario book. A driver in Brampton and a driver in Thunder Bay with the same insurer can see very different renewals under the same approval.

Zero-percent filings

A filing approved at 0.00% is not "no change". It usually means the insurer changed its risk classification, discounts or surcharges in a way that is revenue-neutral on average. Some customers go up and others down. These are counted separately in the tables above so they do not dilute the direction of the market.

Market weighting

A headline like "insurers approved for +6%" is meaningless if the insurer writes 0.3% of the province. We multiply every approved change by the underwriting company's share of Ontario private passenger premiums, as FSRA publishes it, and sum the results. The trailing-12-month figure per group compounds each company's filings in sequence, then weights the companies by share within the group. Periods are counted by approval date, not by renewal date, so a filing that reaches renewals months later appears in the period it was cleared.

Groups and brands

Groups are FSRA's. They do not always match corporate reality: FSRA still lists Economical and Definity separately although Economical is part of Definity, and RSA is listed on its own although Intact acquired it in 2021. We label those in the table rather than merge them, because merging would mean editing the regulator's data. Consumer brands map to underwriting companies as follows: belairdirect is Belair Insurance Company (Intact group), Sonnet is Sonnet Insurance Company (Definity), The Personal is Personal Insurance Company (Desjardins).

Limits

This page tracks approved rate changes, not premiums paid. It says nothing about the starting price level of each insurer, only how that level has been permitted to move. A company that was expensive and cut 5% may still cost more than a company that was cheap and raised 3%. For the price level, use the Ontario car insurance page and the insurer reviews.
